Policy Statement 2002-2006

PIANC Strategic Plan 2006-2010

During the 2006-2010 timeframe, the PIANC navigation leadership will promote the development and improvement of global waterborne transportation and enhancement of its economic, environmental and social benefits. The membership will achieve success by "Thinking Globally and Acting Locally". The themes for the 2006-2010 Strategic Plan are :

  • Strengthen our Capabilities and enhance our Reputation
  • Promote Sustainable Navigation Systems Worldwide
  • Further effective International and Internal Communications
  • Enhance our Internal and External Relationships
  • Expand Number of Qualifying Members and National Sections

EXTERNAL GOALS :


  • Achieve worldwide credibility and recognition of our engineering, economic and environmental contributions to the sustainability of navigation systems.
  • Contribute our expertise to the successful development of waterborne transport and navigation policy.

INTERNAL GOALS :


  • Enhance the vitality of Qualifying Members and National Sections
  • Promote and expand members' benefits
  • Expand membership with special attention to Young Professionals and Countries in Transition.

AGA Resolution 2008 :

FOR GROWTH, FOR ENVIRONMENT, AND FOR A BETTER FUTURE

 

With the significant growth in manufacturing and commerce within the PR of China, PIANC recognises that the development of China's waterways, both inland and coastal, are vital to China's and the Pacific Rim countries continuing growth in the world markets. The need to develop sustainable transport policies to overcome the environmental challenges created by Road Transport and Climate Change yet further enhances this role.

As the mission of PIANC is to advance on a worldwide basis the sustainable developments of all forms of waterborne transport, PIANC is able to assist navigation authorities and their engineers and operators to develop their skills and to benefit from worldwide best practice to continue to grow the use of this natural transport system.

The environmental benefits of waterborne transport are now far more widely recognised and valued. PIANC's worldwide experience is available to support sustainable waterways transport with active environmental stewardship. In fact, mitigation of past harm is becoming more common and whilst facilitating growth in transport and commerce with further environmental improvement.

For a better future, the experience gained elsewhere in the rapid application of modern technologies, such as River Information Systems (RIS) is readily available through PIANC. These and technologies aiming at building with nature allow 21st Century systems to be rapidly installed for the benefit of operators and Government agencies to fully support sustainable and efficient waterborne transport with enhanced security. The opportunities for PIANC Member States develop and manufacture associated navigation equipment suitable for use within an international market will not only assist navigation within China but also provide more readily available equipment for countries in transition worldwide.

Accordingly PIANC resolves to build on the success of this Annual General Assembly and the International Navigation Seminar to collaborate more closely with the Chinese navigation community and its engineering colleagues to share further their mutual expertise for the benefit of navigation in China and in Asia.

"POUR LA CROISSANCE, POUR L'ENVIRONNEMENT ET POUR UN MEILLEUR AVENIR"

 

Avec une croissance significative de l'industrie et du commerce en RP de Chine, l'AIPCN reconnaît que le développement des voies navigables chinoises, tant intérieures que côtières, s'avère essentiel pour la croissance continue de la Chine et des pays du pourtour du Pacifique sur le marché mondial. Le besoin de développer des politiques de transport durable afin de faire face aux défis créés par le transport routier et par le changement climatique ne fait que renforcer encore une fois ce rôle.

Comme la mission de l'AIPCN est de favoriser globalement le développement durable de toutes formes de navigation, l'AIPCN est capable d'aider les autorités responsables en matière de navigation, ainsi que leurs ingénieurs et leurs opérateurs, à développer leurs capacités et à bénéficier des pratiques mondiales à leur meilleur niveau, afin d'augmenter l'utilisation de ce système de transport naturel.

A l'heure actuelle, les avantages environnementaux du transport maritime et fluvial sont reconnus et appréciés beaucoup plus largement. L'expérience mondiale de l'AIPCN est disponible, afin de favoriser une navigation durable avec une réelle implication environnementale. En fait, la réduction des impacts défavorables du passé est devenue plus courante, et facilite la croissance du transport et du commerce grâce à de nouvelles améliorations pour l'environnement.

Pour un meilleur avenir, l'expérience acquise ailleurs lors de l'application rapide de technologies modernes, comme les Systèmes d'Information Fluviaux (SIF), est maintenant disponible grâce à l'AIPCN. Les SIF et les technologies qui visent à travailler avec la nature permettront de concevoir les systèmes de navigation du 21ème siècle et de les réaliser rapidement au bénéfice des opérateurs et des agences gouvernementales, afin de soutenir un transport maritime et fluvial durable et efficace avec une sécurité renforcée. Les opportunités pour les Etats membres de l'AIPCN de développer et de fabriquer des équipements associés à la navigation, adaptés à un marché international n'aideront pas seulement la navigation en Chine, mais elles fourniront aussi plus d'équipements et les rendront aisément disponibles pour les pays en transition dans le monde entier.

Par conséquent, l'AIPCN compte sur le succès de l'Assemblée Générale Annuelle, ainsi que sur le Séminaire International de la Navigation, pour coopérer encore plus étroitement avec la communauté de navigation chinoise et ses collègues de l'ingénierie, pour partager leur expertise mutuelle au profit de la navigation en Chine et en Asie.

"HONOURING THE PAST, SERVING THE FUTURE"

PIANC ADOPTS ITS STRATEGIC PLAN FOR 2006-2010

 

At its Annual General Assembly held on Friday, 12 May 2006, in Estoril, Portugal, PIANC adopted a new Strategic Plan for the period from 2006 to 2010. The Plan is concise and full of promise. It acknowledges the strong technical foundation that PIANC maintains through its Working Groups and proposes to make new, broader contributions to the global navigation sector in the 21st Century. The implementation of the Strategic Plan will enable PIANC to achieve the integration of engineering, economic, and environmental knowledge and technical guidance for the sustainable development and management of navigation, ports and waterways.

The navigation sector is potentially the most crucial component in the expansion of world trade and robust global economic development. Levels of trade between many nations have increased at double-digit rates since the end of last century. PR China and India are experiencing huge economic surges as enormous volumes of commercial merchandise and raw materials are shipped to and from their trading partners worldwide. The realization of the new Strategic Plan's goals will aid in this global economic development by assisting all maritime countries, and particularly Countries in Transition, to create sustainable navigation systems.

The future of global waterborne transportation depends upon the young professionals worldwide. The Strategic Plan promotes an active outreach to Young Professionals, and additionally to professionals from all related sectors. It empowers our members to contribute their knowledge and understanding of sustainable navigation to these people for their advancement and the advancement of their countries.

Hence PIANC seeks not only to build upon its proud past of technical expertise but also to engage the future through serving the world navigation community, particularly Countries in Transition and Young Professionals. It is through this new Plan that PIANC will continue to be the leading international source of navigation-related information in the 21st Century.
