2011 has certainly been an interesting year for PIANC: not only the PIANC Delegates got to elect – for the first time PIANC’s history – a brand new President during the AGA in Berlin in May, but also a brand new fully electronic publication policy entered into force since January 2011. Update EnviCom WG150 Sustainable Ports

 

The joint PIANC-IAPH WG150 on Sustainable Ports held its second meeting in the beginning of October 2011 at the Port of Amsterdam office. During the meeting, six new members were welcomed: Port of Los Angeles (USA) and Nigerian Ports Authorities as active members and the ports of Ghent (Belgium), Bremen (Germany) and Amsterdam (The Netherlands) and stakeholder APMT as corresponding members. Furthermore, several NGO’s including WWF and EEB offered to advise the Working Group and comment on the final reports.

 

The two-day meeting focused on the review of the preliminary texts produced in the past half year and on the drafting of new texts for the final report. The new texts were generated by organising several smaller theme-based Working Group sessions that each tackled a specific issue (subchapter) of the report. This successful approach created a sound basis for the actual report texts that will be developed further in the coming months. Furthermore, WWF kindly participated on the first day of the meeting and discussed their views and suggestions on development of sustainable ports (long term vision, integrated system oriented approach).

 

The Working Group will hold its third meeting in March 2012 at the Port of Los Angeles, USA and aims to finalise the report end of 2012. In the meantime, please feel free to contact us if you are interested in submitting ideas or case studies for the report.

58th RecCom Meeting

 

The 58th RecCom meeting was held in Paris, France, on October 19, 2011, thanks to the kind hospitality of Geoffroy Caude (France), former Chairman of MarCom and current President of PIANC. Elio Ciralli (Chairman of RecCom) welcomed new members from Belgium (Kathleen Bernaert) and Spain (Marius Tomè i Covelo) and the invited guest speaker, Gregory Goddard, General Delegate of the Fédération Française des Ports de Plaisance.

Mr Goddard presented ‘ODYSSEA – Culture & European Tourism. Sea, the Harbour City, its Port, its Rural Territory, to Innovate in the Territorial European Projects with the Maritime and River Harbour Cities’, an interesting European project supported by the Fédération Française des Ports de Plaisance. The project aims to promote harbour and river cities federating the two economies of Sailing – water sport – Tourism with Agriculture – Fishing – Viticulture. The goal – the creation of a network of European harbour and river cities structured around the items of nautical, culture, heritage and landscape, nature and discovery and savours and art of living – in line with the goals presented in RecCom’s recently published position paper. The presentation is available on the PIANC RecCom website.

·         The Development of the Marina Designer Diploma Programme is underway. A draft business plan was discussed at the last RecCom meeting. A final business plan for the first training session is planned for introduction to ExCom in February.

 

·         RecCom and ICOMIA continue mutual endorsement of each organisation. As a result of RecCom’s participation in the last ICOMIA meeting in May in Singapore, ICOMIA has pledged to enhance its involvement in PIANC RecCom Working Groups. In addition, ICOMIA endorsed RecCom’s position paper and the development of the Marina Designer Diploma Programme.

 

·         RecCom Working Group 131 is collecting product data for the ‘PIANC Catalogue of Prefabricated Marina Elements’ through the end of the year.  The invitation letter and form are available on-line under ‘Publications Highlights’ on the PIANC home page or via http://www.pianc.org/edits/cataloguemarinaelements.htm. 

 

·         Four candidates have been short-listed for the 2012 PIANC Marina Excellence Design Award (MEDA). The PIANC MEDA was created in 2002 in memory of the late John M. ‘Jack’ Nichol, Honorary Member of PIANC and well-known marina designer.  The purpose of the Award is to recognise excellence in the design of modern recreational boating facilities around the world.  Marinas are evaluated on functionality, aesthetics and environmental sustainability. The 2012 Winner will be announced at the next AGA in May 2012.

ODYSSEA – Sea, the Harbour City, Its Port and Its Rural Territory

 

 

The French Federation of Yacht Harbour (FFPP) counts 301 marinas in France and has developed a territorial model of sustainable development ‘ODYSSEA’, which federates the harbour cities and their hinterland.

 

Maritime ports and cities are at the origin of our civilisation. Rural territories do not capitalise enough of the economy generated by costal tourism. ODYSSEA offers a new territorial sustainable model of nautical and cultural tourism development. As a new European and Mediterranean routes ‘Sea & Rivers’ concept, ODYSSEA proposes innovative tools and a practical Web platform which network Euro-Mediterranean  harbour towns and geo-localise ports present, services, products and all local resources with thematic stopovers in urban areas and the hinterland  (approximately one hour drive from the harbour).

 

Four sets of themes of stopovers are proposed at the harbour master’s office, at the maritime cultural counter and at the tourist office:

 

·         Nautical theme

·         Savours and art of living

·         Culture, heritage and landscapes

·         Nature and discovery

 

All databases are open sources and their content is managed by local actors (cities and regions).

 

New equipment narrates the landscape to make harbour office and tourist office innovating sites for tourist information, such as:

 

·         An interactive website

·         A web tourist guide and virtual visit ‘Geodyssea

·         A land vision narrated landscape

·         A sea vision narrated landscape

·         An interpretation table

·         A download site and audioguide telephone system and embedded MP3

 

The territorial model is to register ODYSSEA as the cultural routes ‘Sea & Rivers’ in the great cultural routes of the Council of Europe, such as the roads of Santiago de Compostela, as the first Euro-Mediterranean cultural route which connects harbour cities and their hinterlands.

 

ODYSSEA’s projects benefit from European subsidies up to 75 % in the framework of:

 

·         State, Region, Europe planning contracts

·         The European programme for territorial co-operation

 

ODYSSEA considers the harbour as an open window to the territory, structures new offers by integrating the sea, the harbours and their hinterlands and federates two essential economies for Euro-Mediterranean which are sailing, water sport and tourism with agriculture, fishing and viticulture.

YP-Com’s focus is encouraging YPs to get involved in the technical and networking aspects of PIANC. We accomplish this through the organisation of technical visits, social and other networking events tailored towards YPs (all are always welcome).

In addition, there is a dedicated slot on each Commission and Working Group for YPs.

Third Biennial PIANC YP-Com Technical Visit

 

On October 14, 2011 twenty Young Professionals from seven different countries (The Netherlands, Belgium, Germany, France, Hungary, UK and Australia) visited Maasvlakte 2 for the 3rd Biennial YP-Com Technical Visit. Maasvlakte 2, an extension of the existing Maasvlakte, will create 1,000 hectares of space for deepsea-related container transhipment, distribution and chemical industry. Construction works started in 2008. End 2011, the land reclamation is near to completion; the first quay wall (up to 25 m retaining height) is finished and the works on the breakwater structure are in full progress. The visit was hosted by YP The Netherlands (organised by Alice Clijncke).

 

In the morning, six presentations were held to cover the full spectrum of this challenging project. Three experts of the Port of Rotterdam (Jan-Willem Koeman, Tiedo Vellinga and Pieter Nordbeck) elaborated on the innovative master planning proces, the environmental aspects and monitoring, and the nautical design of the project. Following lunch, Mark Moens, Ronnie Poot and Jasper Blauw of the Contractor PUMA (Boskalis and van Oord) gave insight on the scope of the works, the design of the breakwater structure and the land reclamation. The day ended with an extensive tour of the site. The YPs set foot on the contours of this new part of the Dutch coastline and were given a close look on the breakwater works with a view on the Blockbuster, an E-crane, with a reach of 63 m for concrete blocks up to 45 tonnes.

Members of YP-Com met at the World Port Centre in Rotterdam the day prior to the technical visit this past October. Three new faces joined our meeting – Jamie Holmes representing the UK and Joel Bailey and Rhys Jones representing Australia. The discussion focused on leadership opportunities within YP-Com, preparation of a general briefing documet on YP-Com and PIANC for new National Sections and applying for continuing education credit for professional registrations (i.e. engineers). YP-Com also had a tour of Deltares facilities in Deflt and enjoyed dinner in the city of Deflt that evening courtesy of Deltares.

 

The YP-Com meetings for 2012 will be held in Brussels the first week of February concurrent with the other commission meetings and in Valencia, Spain in May during the PIANC Mediterranean Days. Also, look for YP socials at COPEDEC in Chennai in February and Mediterranean Days in May.

IAPH Africa-Europe Regional Meeting

 

On December 7, 2011 IAPH held its Africa-Europe Regional Meeting in Antwerp, Belgium. PIANC President Geoffroy Caude, as well as PIANC Secretary-General Louis Van Schel attended this event and they also had a meeting with IAPH’s President Geraldine Knatz and Secretary-General Susumu Naruse in the framework of the MoU between PIANC and IAPH.

Dredging 2012 – Call for Abstracts

 

 

The fourth specialty conference on dredging and dredged material disposal, Dredging 2012, will be held in San Diego, California, USA from October 22-25, 2012. It has been almost ten years since the last meeting of this international forum bringing together professionals and practitioners from developed and developing areas of the world.  Many new issues have emerged and will be discussed and debated.  

 

Abstracts are being sought regarding best practices and innovations in the field from North and South America, Europe and Asia. The submission deadline is January 23, 2012.  Visit http://dredging12.pianc.us/abstracts.cfm for more information or to submit. Papers are not required.

Smart Rivers 2011 Conference – A Resounding Success


Almost 300 of the world's top professionals in all aspects of inland/river transportation gathered in New Orleans on September 13-16, 2011 for the Smart Rivers 2011 Conference.  Attendees came from more than 20 nations and included private sector, government, and academic participants.

This international conference included nearly 100 technical presentations on a diverse array of topics such as systems/technology, environmental management, safe operations, service design and innovation, public policy and finance and infrastructure and network management.  The main objective of the conference was to analyse the latest trends in policy, technology and innovation in the field inland waterway transportation.

 

The opening plenary focused on the Inner Harbour Navigation Canal (IHNC) Hurricane Surge Barrier in New Orleans, the largest surge barrier of its kind if the world. Later in the week, conference attendees had the opportunity to view the entire New Orleans Hurricane and Story Risk Reduction System, including the IHNC Surge Barrier, on a technical tour organised by the U.S. Army Corps of Engineers New Orleans district. 

 

The luncheons featured keynote presentations by Roland Hoerner, President of the European Federation of Inland Port (EFIP), who discussed the significant role of inland ports for hinterland transportation, and Felipe Menendez, CEO & President of Ultrapetrol Ltd., who discussed the long term prospects of the Hidrovia Region in South America. The conference ended on a high note with a closing plenary keynote address by RADM Roy Nash, Commander, 8th U.S. Coast Guard District; a discussion of the future of Smart Rivers by Geoffroy Caude, President of PIANC International; the signing of the Smart Rivers merger agreement and a look ahead to Smart Rivers 2013.

 

The Smart Rivers Conference organisers wanted to enhance the conference experience for Young Professionals (YPs) and students by providing them with opportunities to network with each other and industry leaders. There were several events organised especially for the YPs including a networking happy hour at the Red Fish Grill on the legendary Bourbon Street! Over sixty young professionals participated in the conference and PIANC USA was able to provide travel scholarships to support seven students to participate in the conference. One civil engineering student from the Technical University Budapest specialising in Hydraulic and Water Resources Engineering remarked: “I had one of the best times of my life here! I loved the conference, the community, and all the helpful people.”

The conference networking receptions were a terrific time to mingle with colleagues and old friends, as well as to meet new contacts from around the world. Dieter Seefeldt (Hamburg Port Authority, Germany) and Wendi Goldsmith (Bioengineering Group, U.S.) appear to be having a lively conversation.

The conference had excellent support and participation of the industry, with more than twenty exhibitors and sponsors and more than thirty co-operating organisations. Industry participants, such as Ingram Barge Company organised vessel tours and there were technical visits to the U.S. Coast Guard Vessel Traffic Centre, the AEP River Operations fleeting operations centre and Zennoh Grain facility in Convent, Louisiana.

Several towboat and marine companies and the US Coast Guard had vessels available for conference participants to tour during one evening of the conference. Craig Philip (L) of Ingram Barge Company organised the vessel tours.

The main conference was preceded by workshops on Lock Operations Management Application (PIANC’s Working Group report), Sediment Management Solutions for Ports and Waterways and Innovations in Navigation Lock Design. In addition, the American Society of Transportation and Logistics organised a full-day Yangtze-Mississippi Rivers Forum to continue an ongoing dialogue between U.S. and Chinese private and public entities regarding the use of inland waterways.

The 2013 edition of the PIANC Smart Rivers Conference will be held in the cities of Maastricht (The Netherlands) and Liège (Belgium). This message was revealed at the closure session of the 2011 edition of the Smart Rivers Conference in New Orleans. It will be the 6th Smart Rivers Conference and the first of its kind under the PIANC banner.

The dates for the Conference are September 23-27, 2013. There will be two days for Commission and Working Group meetings, followed by two Conference days with presentation of papers in three parallel sessions. The PIANC Smart Rivers Conference 2013 will conclude with technical excursions to destinations in The Netherlands, as well as in Belgium.

 

A detailed programme with the time schedule of the sessions will be put on the website in due time. The general outline is:

 

-          Monday September 23, 2013, Maastricht: pre-conference Commission and Working Group meetings

-          Tuesday September 24, 2013, Maastricht: pre-conference Commission and Working Group meetings

-          Wednesday September 25, 2013, Liège: official opening, technical sessions

-          Thursday September 26, 2013, Liège: technical sessions, conference closure and banquet

-          Friday September 27, 2013: technical tours to Belgium and The Netherlands

 

Moreover, there will be special activities for Young Professionals in the programme.

Portonovo – Present and Future of Port Water Quality Management in the EU Atlantic Area

 

The workshop ‘Portonovo – Present and Future of Port Water Quality Management in the EU Atlantic Area’ will be held in Santander, Spain on February 9-10, 2012. The workshop will host three sessions, two of them will be dedicated to invited speakers on port management systems (Session 1) and the latest scientific and technological progress related to port management activity (Session 3). Session 2 will be open to researchers and technical professionals and managers.

 

Portonovo generates a transnational and multidisciplinary context in order to address common problems and generate solutions in the field of port water quality. Its ultimate goal is to install a Decision Support System (DSS) for the management of the activities carried out in port waters along the Atlantic Area. The results are disseminated through www.portonovoproject.org, open to the general public and professionals acting as a ‘harbour water quality observatory’.

2nd International Conference on Performance-Based Design in Earthquake Geotechnical Engineering

 

The 2nd International Conference on Performance-Based Design in Earthquake Geotechnical Engineering will take place on May 28-30, 2012 in Taormina, Italy. The Conference is mainly dealing with the technical performance of geotechnical systems. However, topics related to economical performance and environmental performance of geotechnical systems are welcome.

Coastlab12 – International Conference on the Application of Physical Modelling to Port and Coastal Protection

 

 

Ghent University and the Coastlab 2012 Organising and Scientific Committees warmly invite you to attend Coastlab12, which will be held on September 17-20, 2012. Coastlab 12 will be the fourth edition of the Coastlab series of international conferences after Porto (2006), Bari (2008) and Barcelona (2010). For the first time the Coastlab conference will be held in Central Europe. The host city of Ghent (Belgium) is a historic and at the same time, modern vibrant Belgian city close to the North Sea.
