The purpose of this report is to provide port development agencies, whether in a developing country or an advanced industrial country, a list of essential items that should be considered by an engineer in the development of a modern marine terminal to handle containers and other general cargo.

A full discussion of the development of a modern marine terminal is a massive undertaking. In this report, there is no attempt to discuss in detail all the data that is needed in designing such a terminal, but it provides some discussion on the facilities to be considered. Where applicable, the design philosophy regarding a specific facility is explained.

The report describes a range of parameters and general principles as guidelines for the engineers when considering the main problems. There is reference to other documents, that should be considered in the detailed study of the various components of a marine terminal. The background studies done in preparing this report, have shown conclusively that different locations will require different parameters and that the development of worldwide standards are probably not possible. Therefore, these guidelines should be useful in understanding the subjects, that should be studied and adapted to a specific location.
