PIANC Report 153C is the definitive and comprehensive guideline for the design of all global marine terminals handling liquid and gaseous cargoes and fuels. Rather than repeating all the established references in the oil, gas & clean fuels industry, this guidance document references all the relevant references, but importantly adds guidance and insights where needed. This document was developed by the industry, for the industry. The original Working Group, formed ~2010, focused on oil & petrochemical terminals exclusively. PIANC Report 153 was published in 2016.
The original document formed the basis of a formal Sister Organisation agreement with the Oil Companies International Marine Forum (OCIMF). A similar though less formal collaboration was also formed with The Society of International Gas Tanker and Terminal Operators (SIGTTO).
In 2022 a major update was published as PIANC Report 153B, incorporating LNG and Floating LNG terminal marine infrastructure. This update addressed the unique requirements of permanently moored vessels associated with Floating LNG terminal infrastructure, as well as updates to many of the 18 chapters to reflect changes and advancements in the industry. Useful guidance was introduced to inform concept selection, as an example.
In 2025+, many marine terminals are under development globally to handle the ever-evolving spectrum of clean alternative fuels and cargoes. While the predecessor documents focused primarily on cargoes where risks center around fire and explosion, the risks associated with clean alternative fuels and cargoes include, for example, toxicity in the case of ammonia and asphyxiants in the case of Liquified CO2.
PIANC Report 153C thus meets a critical need, providing guidance for an industry that is proceeding at pace but is in need of industry consensus guidance.
