To prepare a questionnaire to be sent out to representative national lighting authorities and pleasure craft bodies seeking their views on local navigation problems in estuarial and coastal situations and the approaches to ports and harbours excluding inland waterways covered by the SIGNI system covering the following broad issues :

  1. Particular problems of navigating pleasure craft in confined estuarial and coastal waters –

    a) with a mix of commercial traffic and pleasure craft
    b) with mainly pleasure craft.

  2. What improvements could be made to benefit pleasure craft in terms of aids to navigation provided by the lighting authority – lights, day marks, buoys, sparlights etc., whether indicators or signais – over and above those normally provided for commercial shipping.

  3. What general standards, if any, are advised for onboard navigational equipment – navigation aids – for seagoing pleasure craft.
