PIANC”s report The International Commission for the study of waves”” drew attention to the limitations in the design of breakwaters constructed in shallo.w water and made the recommendation that a working group be set up to study the problems of breakwaters constructed with no depth limitation to the design wave load.

The present group was initiated to its task by the Chairman of PTC II, Mr. C. VAN DER BURGT, at a meeting held on 11 May 1981 in Edinburgh, during the twenty-fifth PIANC Congress. At the meeting Mr. W. A. PRICE of the Hydraulics Research Station, Wallingford, UK, was appointed Chairman or the Working group.”
